The institution is committed to the ideals of teaching. Dr. Daisy Moran Tamayo and Dr./BGen. Antonio Laperal Tamayo founded the the Perpetual Help College of Rizal (PHCR) on February 5, 1975, due to the inspiration got from Dr. Jose G. Tamayo and his wife, Dr. Josefina Laperal Tamayo. The Molino Campus started functioning with an initial enrolment of more than 500 students while the Calamba Campus opened with more than 300 students It started it expansion in the areas of faculty, curricular programs, community service, infrastructure, research, and professional development. The Commission on Higher Education which is known as (CHED) has given Perpetual Help College of Rizal its university status. Soon after that, the University of Perpetual Help System DALTA Las Piñas Campus had got an autonomous status through the Chairman of CHED, Dr. Patricia Licuanan.
The university has been continuing hard efforts in order to achieve, maintain and sustain the quality in education. The university has a lot of ties with local and international institutions for higher education and business purposes. The university sticks to the motto that national and development and transformation of a society is possible only by providing quality education to its people.

The tuition fees excluding other charges are 12 lakhs for a duration of 6.4 years.
